The practical guidance How to Implement Inclusive Social Protection Schemes outlines the need for effective operational delivery to ensure the right amount of money is paid to the right person at the right time.
The United Nations Economic and Social commission for Asia and the Pacific (UNESCAP) guide that Development Pathways contributed to sets out practical steps that need to be taken to design tax-financed and inclusive income transfer schemes. It examines the operational cycle of schemes and the business processes that must be put in place.
The guide underlines how registration is much simpler and more accurate for universal schemes and says that where in-person registration is necessary, ‘one stop shops’ such as those established in some provinces in Indonesia can make it easier for everybody to access schemes.
It is one of four new e-learning guides to be featured in a UNESCAP online Social Protection ‘Toolbox’ to support countries to understand the role of social protection in achieving the Sustainable Development Goals and to assist them to build knowledge and capacity.
