New P4SP report and webinar on financing social protection in the Pacific and Timor-Leste

19/08/2024

We are pleased to present a new research report from Partnerships for Social Protection, a Development Pathways programme based in Australia and funded by Australian Aid, titled: Financing social protection in the Pacific and Timor-Leste.

This comprehensive study examines social protection expenditure in 14 Pacific countries and Timor-Leste, updating a previous financing report from 2023. Drawing on national budget documents, annual reports, and financial statements from provident and social security funds, the research not only analyzes current and historical spending levels but also explores financing sources, the impact of inflation on benefits, and the fiscal outlook for the region. Considering the evolving economic landscape, this timely report offers valuable insights into the future of social protection investments in the Pacific and Timor-Leste.

The financing paper was also launched through a webinar on 15 August 2024. The event featured a panel of five experts, highlighting the significant increase in social protection spending in the region over recent decades and the emergence of innovative funding models. Drawing from P4SP’s latest research, the webinar examined current trends in social protection financing. It addressed critical questions about the future of these systems in the face of mounting pressures from climate change and other shocks.

Speakers included Jesse Doyle from P4SP, independent consultant Charles Knox-Vydmanov, Tevita Tonga from Tonga’s National Retirement Benefit Fund, Kelera Kolivuso Ravono from Fiji’s Ministry of Finance, and Jonathan Pryke from the Australian Department of Foreign Affairs and Trade. The session, moderated by P4SP’s Rachel Payne, offered valuable insights into generating revenue for expanded benefits and coverage, providing a unique opportunity for attendees to engage with thought leaders on the future of social protection financing in the Pacific region.
