Unifying Kenya’s social assistance programmes

Development Pathways, contracted by the Government of Kenya and the World Food Programme (WFP), is supporting the comprehensive digital transformation of Kenya’s social protection infrastructure. The project involves upgrading and integrating three critical management information systems into one unified platform that enables seamless information flow across Kenya’s social assistance programmes: the Enhanced Single Registry (ESR) Management Information System (MIS), the Consolidated Cash Transfer Programme (CCTP) MIS and the Community Development MIS.

This integrated system will support Kenya’s digital public infrastructure, designed to enable more inclusive, agile and efficient social protection delivery while addressing emerging social protection challenges. The updates will also support shock-responsive programming capabilities, enhance climate resilience in the social protection system and facilitate seamless coordination across multiple social assistance programmes.

Key Systems Integration

Enhanced Single Registry (ESR) MIS – Version 3 – The Enhanced Single Registry platform has undergone a remarkable evolution since its original launch, driven by operational refinements, institutional strengthening, and technological advancements. Now in its third iteration, the system integrates both the social registry and beneficiary registry into a unified, cohesive platform. The latest version has recently completed User Acceptance Testing led by the National Social Protection Secretariat under the Ministry of Labour and Social Protection, marking a key milestone in validating the platform’s latest enhancements and preparing the system for full deployment.

Consolidated Cash Transfer Programme (CCTP) MIS – The CCTP system has been recently upgraded with enhanced e-Government Cloud Management (e-GCM) integration, providing improved functionality for streamlined cash transfer programme management across Kenya’s social protection landscape.
